The single highest-leverage unresolved question in this report is the labor share of total turnaround cost against materials, marine logistics, scaffolding, and contractor margin. The more precise mechanism, absent from the original anchor, is a self-short amplifier: delivery-ex-ship contractual obligations force an outaged operator to re-enter the spot market as a buyer to cover its own committed cargoes, converting one supply loss into a simultaneous demand add. Before any of that transmission reaches global spot pricing, a dampener inventory absorbs part of the shock: business-interruption insurance coverage, make-up cargo clauses, downward quantity tolerance provisions, and portfolio substitution — audited as a "dark dampener" layer that truncates the physical shock before it reaches the spot/CPI loop. The audit's own shorthand for the labor-supply constraint leans toward "inelasticity" — a framing this report deliberately does not adopt in absolute form given the unresolved non-union and cross-border crew elasticity data (Section II). Sell-side models price wages, not credential throughput.

This is the node with the clearest direct sovereign channel among the infrastructure group: legacy-liability socialization precedent creates a fiscal transmission path from a labor-market bottleneck into sovereign contingent-liability exposure.

Anti-Pooling Gridlock

**Friction:** every operator individually would prefer de-clustered turnaround calendars and pooled maintenance crews; Australian Competition and Consumer Commission (ACCC) competition-law exposure makes that coordination legally radioactive in practice.

**Transmission:** a rational, legal solution is regulator-blocked by design → synchronized scarcity auctions for the same crew pool rather than smoothed demand. Markets tend to mis-code this as poor operator planning rather than a structural coordination failure with no legal exit route.

SPA Indexation Void

**Friction:** offtake buyers have no commercial incentive to concede cost-passthrough terms; sellers remain locked into market-referencing price-review clauses rather than cost-based ones.

**Transmission:** producer-side cost inflation is structurally unhedgeable within the legacy contract stock — a mechanism, not a market failure, and one that persists until contracts roll. Partially priced; known-but-underweighted rather than a full blindspot.

Self-Short Amplifier

**Friction:** delivery-ex-ship obligations force an outaged operator into the spot market as a buyer to cover its own committed cargoes — trading desks are structurally short their own asset's reliability. Pure contract mechanics, no regulatory gridlock.

**Transmission:** one train outage → simultaneous supply loss and demand add in the JKM benchmark (downstream variable only within this report's Australia-LNG scope) — the strongest single micro-to-global transmission path in this map. Standard outage models book lost revenue, not the incremental cost of the operator's own replacement purchases.

BI-Insurance Dampener Decay

**Friction:** insurers are broadly retreating from offshore energy capacity, pushing deductibles and self-insurance retentions higher.

**Transmission:** a shrinking pool of external absorption for outage-driven P&L, pending confirmation of the underlying capacity trend before treated as load-bearing.

IR Ratchet Asymmetry

**Friction:** the same jurisdiction wants both LNG investment and favorable union outcomes — a federal electoral coalition and state royalty dependence pull in the same direction on labor policy.

**Transmission:** arbitration backstops raise the union's outside option every negotiation cycle → one-directional wage ratchet rather than a cyclical wage path. Direction broadly understood; the one-directional, non-mean-reverting character is what is underweighted.

Tri-Agency Migration Mismatch

**Friction:** visa policy, national skills policy, and state trade-licensing sit under three separate owners, none accountable for the offshore-certification bottleneck specifically.

**Transmission:** a nominally open visa list coexists with an effective wall at certification and licensing recognition. The market watches visa headlines, not licensing throughput — also why the underlying anchor's original falsification trigger was misspecified (see Positioning).

Safety-Case Demand Floor

**Friction:** NOPSEMA's institutional incentive is to maximize enforcement legitimacy; operators lose the deferral option once an enforcement boundary is crossed.

**Transmission:** regulation converts maintenance demand to close-to-perfectly inelastic at precisely the moment labor supply is also inelastic — scarcity pricing by regulatory construction, not market accident. Safety regulation as an OPEX-inflation mechanism does not typically appear in sell-side cost frameworks.

BLINDSPOT — MISATTRIBUTED 

Domestic Intervention Shadow

**Friction:** government revealed preference has repeatedly favored socializing domestic energy costs — the Australian Domestic Gas Security Mechanism (ADGSM), the wholesale gas price-cap intervention of the 2022–2023 energy-crisis period, and Western Australia's long-standing domestic gas reservation policy — while operators have limited ability to recover OPEX inflation through domestic pricing.

**Transmission:** policy intervention → revenue-cap risk → higher required equity and credit yield → terminal-value truncation independent of labor. This node, not labor cost, may be the dominant component of the risk premium already priced into Australian LNG assets. This report does not attempt to state a precise split between the two drivers; the event-study design that would split labour-versus-policy premium remains an explicit audit data hole, and asserting a specific ratio here would itself be a fabricated precision. The market broadly prices this risk but conflates its source with labor cost rather than separating the two.

**Friction:** national-security investment screening trades off against capital-market depth for Australian LNG assets; existing cap tables are already foreign-major dominated, and enforcement against LNG-specific transactions has historically been selective.

**Transmission:** restrictive FIRB posture → capex funding gap → higher WACC and stalled backfill FID → terminal-value truncation via a second, FIRB-specific channel distinct from the labor-driven route in Section IV. This node becomes load-bearing only once SOCI-Act applicability to LNG transactions is confirmed (see Positioning).

Core vs. Headline Inflation Gap

The Self-Short Amplifier above is this report's primary link from a local Australian infrastructure and labor bottleneck to sovereign-level macro variables: outage-driven spot purchases feed the JKM/TTF complex, which in turn feeds Asian utility tariff politics, allied energy-diplomacy pressure on Australia's investment climate, and a "reliable supplier" premium that can erode into renewal-slope discounts on future offtake negotiations. Any further pass-through into foreign central-bank inflation vectors remains gated by Section V and is carried at \[Scenario\] label only — a downstream reference variable, never a primary node, consistent with this report's Australia-LNG scope.
